Title
Transnational Interoperability a System Framework for Public Protection and Disaster Relief
Abstract
"A transnational network where forces share technologies, processes and legal rules would greatly enforce security against crime and responsiveness to disasters. Notably, uncertainty on costs, timescale and functionalities is currently slowing down integration of Public Protection and Disaster Relief (PPDR) radio networks at transnational level. On the other hand, the lack of interoperable communication systems has impeded real time cooperation of PPDR forces, although the strong political support driven by the recent sig-nificant safety and security incidents. The experience shows that only a holistic โsystemโ approach encompassing joint integration of procedures, technologies and legal agreements may achieve feasible and effective solutions for PPDR interoperability on the field. This paper proposes a framework to assess components re-quired to implement interoperability at โsystemโ level. Such framework is based on four pillars: The mission oriented structure encompassing procedures, functional models and legal agreements. The cross-national communication infrastructure integrat-ing the national PPDR networks through inter systems in-terfaces. Multi standard terminals based on smart technologies empowered by PPDR specific applications Supporting tools to assess business sustainability, tech-nology needs and improve training and fast response Through the proposed framework, PPDR forces may achieve in the short term a cross-nation interoperability that leverages existing technologies and is open to the benefits offered by emerging technologies in the long term. The framework is expected to offer an economically sustain-able solution compliant with service procedures and regulatory frameworks."
